Also they do not reflect continuity and context, for eg.,

- the Church less tangled up in world (“Papal States”),
- the Church engaging the modern world (VATICAN II),
- the Church exemplary in just norms and outcomes,
- the Church prudent and capable in arrangements that function, etc.

Then there are the issues to do with legacy, making things more complicated for both the successor and for the departments while yet there is no build-up on integrity of competence.

It is as if the circumstances themselves are causing a straight-jacketing of their own management.

Or consider it from the viewpoint of communications anticipated in INTER MIRIFICA -:

‘ 2. ……. But the Church is also aware that men can employ these gifts against the mind of the Divine Benefactor, and abuse them to their own undoing. In fact, the Church grieves with a motherly sorrow at the damage far too often inflicted on society by the perverse use of the media. …….
