"Another recurrent question is whether a better organization of competences within and between the dicasteries could replace this continuous push for a general reform."

Shouldn't it be "both/and" rather than "either/or"? I thought forming the "superdicasteries" was meant as a way of reorganizing competencies within and between at a least some of the exisiting dicasteries; it will part of be the job of the Prefect of Charity, Justice and Peace to try to bring better coordination between the Church's social policies and its social policies, since competencies in both of those areas will fall within his general direction. That prefect and his dicastery would have to work closely with the Secretary of State on the "diplomacy of truth" you talk about; but I don't know about the idea of making school and hospitals into "diplomatic outposts." Maybe it's just semantic, but to me it sounds too much like reducing charity to an instrument of diplomacy; and shouldn't charitable works--or rather, the people helped by those works--be seen as ends in themselves, rather than as means to diplomatic ends or any other ends? If anything, maybe the Bambino Jesu should be transferred from the Secretariat of State to the Congregation for Charity, Justice and Peace.

And maybe the need for more analysis in situations like the Armenian genocide statement could be addressed by the communications proposal, which I assume includes setting up a communications secretariat. Maybe that secretariat would have noticed problems that apparently slipped by the secretariat of state, with its many competing priorities.
