The words Pope Francis addressed to the crowd have stirred the world’s conscience. And yes, the vigil – which was held around the world, in different ways and shapes – achieved Pope Francis’ main goal: to stir consciences. At the same time, there has been an intense diplomatic effort by the Holy See to protect communities and to rescue people in Syria. This diplomatic activity reached a peak with the meeting Msgr. Dominique Mamberti, Vatican Secretary for Relations with States, had with the ambassadors accredited to the Holy See.

The meeting took place Thursday September 5, in the New Synod Hall. As Mamberti was explaining to ambassadors the position of the Holy See, the letter that the Pope sent to the presidency of the G20 was made public. The letter explicitly mentions the Syrian crisis. The many tweets posted by the Pope’s official account @pontifex show that Pope Francis really wanted to be heard.

It was even rumored that Pope Francis had made a phone call to Syrian President Bashir Assad, in what would have been a display of a Bergoglio-style informal diplomacy. The Pope had Father Federico Lombardi, the Director of the Holy See Press Office, dispel this false rumor. That there was no such a call is hardly surprisingly, as there is little to be “informal” about when people are dying.

That there is not much leeway for informal diplomacy is well-known at the Vatican Secretariat of State. For two years now, Vatican officials have never stopped listening to the the cry of the Syrian people, and have continued to advocate for a peace that would preserve Syria’s territorial integrity, facilitate reconciliation among different religious groups, and ensure religious freedom. This would be the way to end a seemingly never-ending war.

While the «western world» was silent about what was going on in Syria, Francis Chullikat, papal nuncio to the United Nations in New York, and Silvano Maria Tomasi, papal nuncio to the United Nations office in Geneva, denounced the dramatic situation in Syria and tried to focus the attention of the world on it. While the western world decided to lift the general arms embargo for Syria (to allow support for the armed rebels), the Holy See took the floor to reaffirm that more weapons would not resolve the conflict in Syria. The Holy See was one of the very few voices in the international arena speaking in favor of a continuation of the arms embargo.

The Church’s engagement in the region is enormous. Caritas in Jordan has helped 1.3 million refugees from Syria, and bishops are doing what they can to maintain the cohesiveness of a Christian community evermore at risk. The use of chemical weapons and its consequences may overwhelm all these efforts.

«We cannot remain silent, in the face of these facts,» Mamberti asserted to the ambassadors accredited to the Holy See. And he then explained: «Since the beginning of the conflict, the Holy See has been sensitive to the cry for help coming from the Syrian people, in particular from Christians, and it immediately declared her position, which corresponds to the affirmation of the centrality of the human person.»

In the New Synod Hall, Mamberti reminded his audience about the efforts to pursue peace in Syria that the Holy See has engaged on, going back to Benedict XVI’s pontificate. They include the trip to Syria of a delegation from the October, 2012 synod of bishops.

Mamberti also underlined that the priority is «to stop the violence that keeps disseminating death and destruction and that risks drawing in not only the other countries of the region, but also to have unforeseeable consequences in several parts of the world.»

Mamberti, who is the Vatican’s equivalent to a minister for foreign affairs, also underlined «the need and urgency to respect humanitarian law and ensure humanitarian assistance for the refugees».

A resolution to the conflict can be reached through three general principles, according to the Holy See: the restoration of the dialogue among the parties and reconciliation among all the Syrian people; maintaining the unity of the country, avoiding the establishment of different ethnic enclaves for the different components of society; and, lastly, maintaining the territorial integrity of the country.

Mamberti also noted the need for true religious freedom, the right of all rights.

The ambassadors listened to him, made questions, and took part in the discussion. The representatives of the United States (whose new ambassador to the Holy See has not still presented the credential letters to the Pope) and France, the two countries that support launching a military action in Syria, were also at the meeting. Some of the ambassadors asked how to take part in the September 7 prayer and fasting.

At the vigil, there were several ambassadors praying for peace in a world which fate is to some degree decided in the G20 meetings, the gathering of the world’s most industrialized countries. As is customary, Pope Francis sent a message to the rotating presidency of the G20, currently Russia. Thus, the Pope’s letter was addressed to president Vladimir Putin.

The letter is structured in two parts. The first one is largely educational, with the Pope appealing for a «world financial framework of fair and clear rules, to achieve a more just and caring world,» in which «it is possible to beat hunger, offer everyone a decent job, adequate shelter, and needed healthcare.»

At the end of this section, there is a sort of link to the situation in Syria, when the Pope asserts that «armed conflicts always constitute the deliberate negation to any possible national harmony,» and that wars «are in effect a refusal to undertake the efforts required to achieve major economic and social goals,» like the Millennium Development Goals.

The Pope agrees that meetings of the G20 heads of state are about the world economy, and not international security. At the same time, the heads of state – Pope Francis notes – should not avoid «reflecting on the situation in the Middle East, and in Syria in particular,» because «too many vested interests have prevailed since the Syrian conflict began, thus preventing finding a solution that would have averted the senseless massacre we are witnessing.» The Pope adds: «May the G20 leaders not be indifferent to the tragic situation which, already for too long, the Syrian people have been enduring.» A tragedy– the Pope concludes – which «threatens to bring about more suffering to a region so often traumatized and so much in need of peace.»

Then – on the initiative of the President Calderon himself – the Pope also met eight family members of the victim of the drug-trafficking. On that occasion, the Pope repeated the commitment of the Catholic Church to comprise within the Arms Trade Treaty also small arms and light weapons, since «their proliferation favored the criminal action of the organized crime». Felipe Calderon backed the Pope. He has been one of the few presidents in the world.

The final goal is the integral disarmament. The path to reach it is the human integral development. And the diplomatic impact is a necessary tool in order to let all the countries be conscious of the need to gain the integral human development, as well as they need to gain an international multilateral policy brought to the common good.

This underlined Francis Assisi Chullikat, permanent observer of the Holy See to the United Nations, in his address to the Fourth Session of the Preparatory Committee for the United Nations Conference on the Arms Trade Treaty, the last February, 13th. One of the reasons why the Holy See is Permanent Observer – and not Full Member – to the United Nations Assembly resides in its participations to these sessions. As a Full Member, the Holy See would be obliged to vote, and its vote could be politically used. As a Permanent Observer, the Holy See maintain its super partes prerogatives, and at the same time it can have a considerable diplomatic impact.

In his speech, Chullikat underlined five aspects. First, the scope of the ATT, that – according to the Holy See – should be broad, «comprising not solely the 7 categories of arms which the U.N. Register of Conventional Arms considers, but also small arms and light weapons, together with their relevant munitions, which enter the illicit market often with greater ease and give rise to a series of humanitarian problems». Second, the request that the criteria for application of the treaty maintain reference to human rights, humanitarian law and development. At the same time, Chullikat affirms that it is «necessary to find terminology which limits subjective possibilities open to political abuse, and which will facilitate the ascertainment of modalities for application of such criteria». And then, Chullikat admonished that «the capacity for the success of the Treaty will depend also on its ability to promote and reinforce international co-operation and assistance between States»; underlined that «provisions relating to assistance for victims must be maintained, and if possible, strengthened, giving attention also to the prevention of illicit arms proliferation, by reducing the demand for arms which often feeds the illicit market». More: «It seems opportune, from this perspective, then, to introduce references in the Treaty to educative processes and public awareness programmes – involving all sectors of society, including religious organisations – that are aimed at promoting a culture of peace»; finally – Chullikat said – «mechanisms for treaty review and updating need to be strong and credible, capable of quickly incorporating new developments in the subject matter of the ATT, which must remain open to future technological developments».

These five aspects are part of a well defined program. On one side, the need to diminish the demand for the arms market, favoring the peace and education processes. In this sense, Holy See internationally sustained the proposal not to patent inventions that can be dangerous for human being. This lack of patenting would make the arm production unprofitable, and could be a strong deterrent in the fabrication and invention of new arms and a good tool to get to the integral disarmament.

On the other side, it is obvious that favoring peace and education processes means that Holy See is to pay more attention to the people’s development («The new name of peace is development», Paul VI wrote in the encyclical letter Populorum Progressio in 1967) and to develop the most possible multilateral diplomacy, in order to take into consideration the need of all the countries – even the smallest ones (several times Holy See criticized the G-meetings – G8, G20 – and auspicated a reform of the United Nations). It is to defend the poorest countries that Holy See requested to frame the Arms Trade Treat in order to protect all the arms – and not the restricted group considered in the United Nations Register – from the illicit traffic. An illicit traffic that – in case of war – would favor the richest countries and would disadvantage the poorest countries.

The final draft of the document will be in July. But, until now, Holy See brought on an almost solitary fight to broad the Treaty, even if recently United Kingdom – at the end of the visit of the Delegation sent by Cameron administration to celebrate the 30 years of diplomatic relations between United Kingdom and Holy See – backed Holy See in its effort.

And also Mexico is now officially backing Holy See effort. Organized crime also cherishes from the black marketeering of the small weapons. And the fight to the organized crime – that cause about 60 thousand victims a year - i.e. the narcoguerra launched a couple of years ago by president Calderon, is topical in Mexico. So, in July Holy See will be able to count on the backing of United Kingdom and Mexico for the ATT. Hopefully, other countries will back Holy See’s effort, and another brick will be put in the wall of peace.

And the Vatican decided to celebrate the anniversary his way: inviting the General Secretary of the United Nations Ban Ki Moon in Rome, to discuss about the reform of the United Nations. The same reform that the Holy See aims to bring to a world authority with universal competences, that should consistently involve all peoples in a collaboration in which they are called to contribute, bringing to it the heritage of their virtues and their civilizations.

«The attainment of the common good – John XXIII wrote in the Pacem in terris – is the sole reason for the existence of civil authorities. In working for the common good, therefore, the authorities must obviously respect its nature, and at the same time adjust their legislation to meet the requirements of the given situation».

The «world authority» issue

The reflections of the Pontifical Council for Justice and Peace - titled «Towards reforming the international financial and monetary system in the context of global public authority» and released the last October, at the vigil of the G20 in Cannes – highlighted once again the «world authority issue», since the Pontifical Council for Justice and Peace called for the advent of a new world centered on a universal political authority.

The idea was not unprecedented. It was previously evoked in the Pacem in Terris. And Paul VI, in the encyclical Populorum progressio, wrote – in a paragraph meaningly titled Toward an effective world authority – that «such international collaboration among the nations of the world certainly calls for institutions that will promote, coordinate and direct it, until a new juridical order is firmly established and fully ratified. We give willing and wholehearted support to those public organizations that have already joined in promoting the development of nations, and We ardently hope that they will enjoy ever growing authority».

Finally, Benedict XVI evoked a reform of the United Nations in his encyclical Caritas in Veritate. «In the face of the unrelenting growth of global interdependence – Benedict XVI wrote – there is a strongly felt need, even in the midst of a global recession, for a reform of the United Nations Organization, and likewise of economic institutions and international finance, so that the concept of the family of nations can acquire real teeth. One also senses the urgent need to find innovative ways of implementing the principle of the responsibility to protect and of giving poorer nations an effective voice in shared decision-making».

Where does the «global authority issue» come from? Holy See is highly attentive to the need for adequate institutions, and this institutions must – according to the Holy See vision – express the primacy and the responsibility of policy, and at the same time they must give effective voice to the largest number of nations.

Today, the «global authority issue» is even more topical. The goal is to reach for the global common good. And to reach the global common good there is the need of global institutions, referred to people, to their Parliaments, to their juridical references. «The establishment of a world political Authority - Mario Toso, secretary of the Pontifical Council for Justice and Peace, said – should be preceded by a preliminary phase of consultation from which a legitimated institution will emerge that is in a position to be an effective guide and, at the same time, can allow each country to express and pursue its own particular good. The exercise of this Authority at the service of the good of each and every one will necessarily be super partes (impartial): that is, above any partial vision or particular good, in view of achieving the common good. Its decisions should not be the result of the more developed countries’ excessive power over the weaker countries. Instead, they should be made in the interest of all, not only to the advantage of some groups, whether they are formed by private lobbies or national governments».

The reform of the United Nations

Today the Holy See will take part to the World Water Forum in Marseille. Holy See position is against the water as a commercial good, in favor of an enlarged right to the water (not enclosed only to the right to get potable water to drink, but enclosing the right to have water to use for food safety and personal hygiene). Holy See will also auspicate a global authority to manage the water.

Now, the question is: will the Holy See propose a global authority for every single issue? In fact, what concerns finance, safeguard of the environment, peace, water and energy is global issue, and this is the reason why it needs to managed by global institutions. So, one should not think that the Holy See wants to promote a World Authority for each issue: Holy See auspicates an affective world authority, with universal competences, and not a World Authority for each specific competences. This World Authority would be the result of the reform of the United Nations.

This reform – according to the Holy See – should be aimed to give certain and common good-oriented rules, to have true decisional powers and to deviate from the logic of G-meeting (G7, G8,G20), where the big leaders countries meet to take decisions, albeit they are not meeting with a political legitimacy, and this is exactly the reason why Holy See often criticized this international congresses – e.g. in 2009, the Holy See asked the Doha round to be enlarged to the opinions of the excluded countries.

There had been several and different ideas to carry out a reform of the United Nations. In 1985, Marc Nerfin proposed a Governmental Chamber (present General Assembly), a Citizens Chamber and a Business Chamber (the multinational companies) as the new structure of the United Nations. Campaign for a UN reform (the lobby affiliate of the World Federalists in the U.S.A.) proposed a Second Chamber for the UN composed of the delegates selected by member States (in any way they wish, direct election being a possibility) on a modified population basis; and/or an advisory board of Parliamentarians, and/or NGOs representatives. Ken Coates of the Bertrand Russel Peace Foundation in London proposed in 1987 an elected Un consultative assembly. And Harry Lerner proposed in 1983 that the Un second assembly could be effectively implemented through a system of local community council and/or regional constituent assemblies, elected directly or through the local branches of NGOs and CBOs (Community Based Organization).

Since the late 1990s, then, there have been many calls for reform of the United Nations (UN). However, there is little clarity or consensus about what reform might mean in practice. Both those who want the UN to play a greater role in world affairs and those who want its role confined to humanitarian work or otherwise reduced use the term «UN reform» to refer to their ideas. The range of opinion extends from those who want to eliminate the UN entirely, to those who want to make it into a full-fledged world government. On June 1, 2011, UN Secretary-General Ban Ki-moon appointed Atul Khare of India to spearhead efforts to implement a reform agenda aimed at streamlining and improving the efficiency of the world body. Khare, will lead the Change Management Team (CMT) at the UN, working with both departments and offices within the Secretariat and with other bodies in the UN system and the 193 member states. The CMT is tasked with guiding the implementation of a reform agenda at the UN that starts with the devising of a wide-ranging plan to streamline activities, increase accountability and ensure the organization is more effective and efficient in delivering its many mandates.

What kind of reform?

Actually, all the reforms proposed are intended to give a better functionality to the United Nations. Holy See thinks to a wider reform. In 2009, while presenting to the press the encyclical Caritas in veritate, Stefano Zamagni, economist and consultor of the Pontifical Council for Justice and Peace, affirmed that «there is already a proposal for a second assembly of the United Nations (being the present General Assembly not sufficient) with representatives of co-ops, civil society and Churches». And – he added – «there is the need for the institution of a Social-Economic Security Council. As the present Security Council intervenes when any country threaten to throw bombs and make a war, there is the need of a second Security Council with the power to prevent speculation ».

To better understand what kind of reform of the United Nations the Holy See would carry out, it is sufficient to go and see what Popes said when they visited and held speeches at the Glass Palace. Paul VI, in1965, remembered to the delegates: «Your Charter goes even farther, and our message moves ahead with it. You are in existence and you are working in order to unite nations, to associate States. Let us use the formula: to bring them together with each other. You are an association, a bridge between peoples, a network of relations between States. We are tempted to say that in a way this characteristic of yours reflects in the temporal order what our Catholic Church intends to be in the spiritual order: one and universal. Nothing loftier can be imagined on the natural level, as far as the ideological structure of mankind is concerned. Your vocation is to bring not just some peoples but all peoples together as brothers. A difficult undertaking? Without a doubt. But this is the nature of your very noble undertaking». Paul VI concluded his speech by underlining that «the edifice of modern civilization has to be built on spiritual principles, for they are the only ones capable not only of supporting it, but of shedding light on it and inspiring it. And we are convinced, as you know, that these indispensable principles of higher wisdom cannot rest on anything but faith in God».

In 1995, John Paul II said: «Fifty years after its founding, the need for such an Organization is even more obvious, but we also have a better understanding, on the basis of experience, that the effectiveness of this great instrument for harmonizing and coordinating international life depends on the international culture and ethic which it supports and expresses. The United Nations Organization needs to rise more and more above the cold status of an administrative institution and to become a moral centre where all the nations of the world feel at home and develop a shared awareness of being, as it were, a “family of nations”. The idea of “family” immediately evokes something more than simple functional relations or a mere convergence of interests».

Finally, Benedict XVI went to speak to the General Assembly of United Nations in 2008. He affirmed that «the United Nations remains a privileged setting in which the Church is committed to contributing her experience “of humanity”, developed over the centuries among peoples of every race and culture, and placing it at the disposal of all members of the international community. This experience and activity, directed towards attaining freedom for every believer, seeks also to increase the protection given to the rights of the person. Those rights are grounded and shaped by the transcendent nature of the person, which permits men and women to pursue their journey of faith and their search for God in this world. Recognition of this dimension must be strengthened if we are to sustain humanity’s hope for a better world and if we are to create the conditions for peace, development, cooperation, and guarantee of rights for future generations».

The differences among the three speeches are evident. In the meantime, the world had changed. After the fall of the Wall of Berlin, the two blocks of the Cold War had been replaced by a plurality of actors in the international scenario. In this new situation United Nations felt invested of the precise mission to promote practical priorities that – according to the advisors involved – would have led to a more rightful and free world. This new mission has been marked by a change of the dictionary of the United Nations, a new language to sustain this new mission, whose keyword where, for example: human globalization, sustainable development, good governance, world ethic, cultural diversity, dialogue among civilization, quality of life, gender, equal opportunities, homophobia, sexual orientation, safe abortion, etc.

A reform for the common good

While this new dictionary prevailed, the words that belong to the Christian-Judaic tradition have been in some ways excluded: truth, moral, conscience, reason, earth, will, parents, spouse, husband, mother, father, son, daughter, chastity, complementariness, service, authority, hierarchies, law, commandment, dogma, sin, nature, marriage.

With Christian realism, Holy See –sustained by Benedict XVI vision – is working to follow the utopia of a global common good and integral human development. Holy See statements are the only ones, in the international concert, that speaks about an «intergenerational pact». Obviously, it is a hard and slow work: Holy See make step-by-step proposals, trying to establish International institutions that are a sort of mini-realizations of what the future would ideally be.

A future of solidarity and subsidiarity, as the Pope outlined in 2008, when he received the participants in the plenary assembly of the Pontifical Academy of Social Sciences, who met to study the theme: «Pursuing the common good: how solidarity and subsidiarity can work together». Solidarity and subsidiarity – the Pope said – «have the potential to place men and women on the path to discovering their definitive, supernatural destiny. … The responsibility of Christians to work for peace and justice, their irrevocable commitment to build up the common good, is inseparable from their mission to proclaim the gift of eternal life to which God has called every man and woman».

This discussion – the Pope assured – «will be of service to all people of good will, while simultaneously inspiring Christians to embrace more readily their obligation to enhance solidarity with and among their fellow citizens, and to act upon the principle of subsidiarity by promoting family life, voluntary associations, private initiative, and a public order that facilitates the healthy functioning of society’s most basic communities. When those responsible for the public good attune themselves to the natural human desire for self-governance based on subsidiarity, they leave space for individual responsibility and initiative, but most importantly, they leave space for love, which always remains ‘the most excellent way’».

Some of the proposal contained in the document were also part of the agenda of the summit. For example the tax on financial transactions, called a “Tobin tax” after the name of its creator, or a “Robin Hood tax.” popped up in some of the comments of Barack Obama and Nicholas Sarkozy, even if nothing concrete was done about it. There was who, in the Vatican, disliked the document – better: disliked not to have been consulted during the preparation of the document, and complained for this to cardinal Bertone. The Secretary of State, in return, complained that he had not known about it until the last moment, decided to put the Curia under “lock and key” by requiring a control for all the documents that will follow. This is what some media reported a few days after the release of the document of the Pontifical Council for Justice and Peace. A polemics fired by a few, but designed to several consequences.

The document of the Pontifical Council for Justice and Peace is ponderously titled – «Towards reforming the international financial and monetary system in the context of global public authority» - and its remarks were the most specific. The Pontifical Council for Justice and Peace calls for the advent of a new world centered on a universal political authority. The idea is not unprecedented – it was previously evoked in the 1963 encyclical Pacem in Terris of John XXIII. The document also proposed taxation measures on financial transactions (and suggested that revenues could contribute to the creation of a “world reserve fund” to support the economies of countries hit by crisis); forms of recapitalization of banks with public funds that make support conditional on “virtuous” behavior aimed at developing the real economy; more effective management of financial shadow markets that are largely uncontrolled today. Such moves would be designed to make the global economy more responsive to the needs of the person, and – the document says – less «subordinated to the interests of countries that effectively enjoy a position of economic and financial advantage».

The path to the document had been long and transparent. In May, after a media briefing with journalists to announce a conference about the Mater et Magistra, mons. Mario Toso, secretary of the Pontifical Council for Justice and Peace, announced the journalist that another media briefing was up to come, and it would have been about a future note for the reform of the monetary system. The Vatican Secretary of State was obviously informed. There had been several sketches of the document, as usual. The first sketch was drawn down by Michel Camdessus, former president of the International Monetary Fund, consultant of the Pontifical Council for Justice and Peace and part of the French delegation at the last G20 meeting. Then, document passed through several hand, bankers like Antonio Fazio – former governor of the Bank of Italy – and Ignazio Musu – economist and part of the advisory board of the Bank of Italy. The document shields itself with many citations from previous social encyclicals, and actually there is nothing so new.

In the Caritas in Veritate there is also a paragraph – the so-called «world authority paragraph» – in which it is stated that

«in the face of the unrelenting growth of global interdependence, there is a trongly felt need, even in the midst of a global recession, for a reform of the United Nations Organization, and likewise of economic institutions and international finance, so that the concept of the family of nations can acquire real teeth. One also senses the urgent need to find innovative ways of implementing the Principle of the responsibility to protect and of giving poorer nations an effective voice in shared decision-making. This seems necessary in order to arrive at a political, juridical and economic order which can increase and give direction to international cooperation for the development of all peoples in solidarity. To manage the global economy; to revive economies hit by the crisis; to avoid any deterioration of the present crisis and the greater imbalances that would result; to bring about integral and timely disarmament, food security and peace; to guarantee the protection of the environment and to regulate migration: for all this, there is urgent need of a true world political authority. . . »

Even Caritas in veritate had been sketched by many hands. An encyclical is such an important text – it is addressed to all the men of good will, and it is inspiration and part of the diplomatic work of the Holy See – that everybody would like to stress it to its own part. Among the people that glossed the Caritas in veritate, there were economist like Stefano Zamagni and Luigino Bruni, but also the then governor of the Bank of Italy Mario Draghi and the then Italian minister of Economy Giulio Tremonti. Even Ettore Gotti Tedeschi had been involved in “glossing” the encyclical. He was still not president of the IOR (Institute for Religious Works), but he was already sure that the economical collapse came from the lack of children. No children, no creativity, no hope for the future, no economy: this simple four-words-speech-scheme is the Gotti Tedeschi’s favorite one.

After the release of the encyclical, there had been a sort of split on how to consider Caritas in veritate. Laissez-faire theorists were critical about some economical analysis, but always underlined how good was the “make more sons” line. Social economy theorists loved more the part that evoked the tunes of Populorum Progressio, the Paul VI social encyclical, in which the Pope claimed that «the new name of peace is development». The fight of interpretations was – and still is – intense. Ettore Gotti Tedeschi was invited to talk to the meeting about Caritas in veritate without either informing the Pontifical Council Justice and Peace. And the medias were in some way divided between these two lines of the encyclical, and were totally unaware that the truth is in the middle.

The most prophetical part of the encyclical was the so-called “world authority” paragraph. In fact, this has been interpreted by many Catholics a sort of “big leviathan”. But there is a deeper reason why the Holy See has been doing this proposal. And one can find these reason looking back in history to see when this world order had been stated. The Peace of Westphalia was a series of peace treaties signed between May and October of 1648 in Osnabrück and Münster. The treaties resulted from the big diplomatic congress, thereby initiating a new system of political order in central Europe, later called Westphalian sovereignty, based upon the concept of a sovereign state governed by a sovereign. In the event, the treaties’ regulations became integral to the constitutional law of the Holy Roman Empire. It was there that the Holy See began to the fight not to be ejected from the concert of nations. It was there that the Holy See became to be subjected to the secularizing process. An increasing lack of influence that brought the Vatican State to be attacked and then defeated by national States, and to sign agreements with the States – which are the various Concordats.

Peace of Westphalia is quoted in the last document released by the Pontifical Council for Justice and Peace, and it is not a case. In the last years, many have talked about a New World Order. This new world order had been theorized in several think-tanks all over the world – from the Trilateral Commission to Bildeberg Group – and in the mean time finance prevailed on policy. The new world order will be an economic-based one. This seems to be the time for the change to come. So, while the Holy See was going on in signing Concordats with the national States, the world governance got always more supranational. The scenario is similar to the one of the Peace of Westphalia times. Within the Holy See, many are aware of the risk for the Church – and religions as well – to be put aside. This is the sense of the call for common rules and a world authority with universal competences.

When the document of Pontifical Council for Justice and Peace had been released, there had been a slight disagreement within the Vatican Curia. Ettore Gotti Tedeschi, president of the IOR, complained to have not been even consulted during the preparation of the document. No consulation was the fact that when one then delves into the analyses and specific proposals, it is also stunning how strong the divergence is between what is written in the document of the pontifical council for justice and peace and what has been maintained for some time in the financial commentaries published in L’Osservatore Romano by Ettore Gotti Tedeschi. For example, not even one line in the document attributes the global economic and financial crisis to the collapse in the birth rate and to the resulting higher and higher costs of population aging.

Gotti Tedeschi did not remain silent. On November 4 L’Osservatore Romano published an editorial by him that reads like a complete repudiation of the document of the Pontifical Council for justice and Peace. Gotti Tedeschi wrote that «the true origins of the collapse of birthrates and the consequences of the increase of taxes on the GDP to absorb the costs of the ageing of the population were wrongly interpreted. The effects of the decisions made to compensate for these phenomena were underestimated, especially with the de-localization of production and consumer debt». For the president of IOR, «to deflate the total debt – public, banking, business and family – and bring it back to pre-crisis levels, that is, to around 40% less, it is possible, though not advisable, to cancel a part of the debt with a type of “preventive agreement,” where creditors are paid at 60%».

More. Someone inside the Roman Curia – sources whisper that it was Gotti Tedeschi himself, very active indeed (he also wrote down an article for the Italian magazine Tempi) – complained about the document with the cardinal Bertone, secretary of State. Medias report that Bertone complained to have not been even informed by document. It was not true, since he had been constantly kept informed of the document. And this is what he said, sources from inside the Curia report. Probably, the truth is in the middle: pressed by the vain discontents memeber of the Curia that were protesting, Bertone said that he knew about the document, not about his contents, and he managed a summit to solve the question. The news about a summit convened in the Secretariat of State on November, 4th leaked to the press. The conclusion of the summit was that this binding order would be transmitted to all of the offices of the curia: from that point on, nothing in writing would be released unless it had been inspected and authorized by the Secretariat of State.

This is how the red alarm for the new document of the Pontifical Council for Justice and Peace has been defused. In the mean time, very few know about the international activities of the Holy See, and the financial transparency brought on with the establishment of the Authority for Financial Information can have some contraindication. The game is on the international impact of the Holy See. The same game the Pontifical Council for Justice and Peace played by asking for an World Authority with Universal Competences. Since the world is now globally ruled, the Holy See want to give is contribution to write common rules. In order these common rules will be for the common good of humanity, and not just for the good of few. Will this commitment be consumed in the bonfire of vanities?

We are now living the fall of the false Gods. Benedict XVI delivered an important meditation at the beginning of the October Synod of Bishops for the Middle East. The meditation addressed the “false divinities” that govern modern times. «Let us remember all the great powers of the history of today. Let us remember the anonymous capital that enslaves man which is no longer in man’s possession but is an anonymous power served by men, by which men are tormented and even killed. It is a destructive power that threatens the world».

The international scenario is not encouraging. The United States avoided the default thanks to the debt ceiling agreement, but the credit of the United States had been first downgraded by the Chinese rating agency Dagong and then downgraded by Standard&Poors. In the meantime, the Holy See is working intensely to outline a reform of the world monetary system. In the encyclical Caritas in veritate there were several points remarking it. One above all, the so-called world political authority paragraph. There is the need of a true world political authority – the Pope wrote – «in order to arrive at a political, juridical and economic order which can increase and give direction to international cooperation for the development of all peoples in solidarity. To manage the global economy; to revive economies hit by the crisis; to avoid any deterioration of the present crisis and the greater imbalances that would result; to bring about integral and timely disarmament, food security and peace; to guarantee the protection of the environment and to regulate migration».

A new monetary system could not prescind from a global authority, an authority – an official to the Holy See explains – that «needs to have universal competences and needs to be public». The next G20 – scheduled in Cannes for November, 3-4 – will be on financial markets and world economy. It will be the occasion, for the Holy See, to present his proposal to reform the international monetary system. A first sketch of the reform – now under the examination of Holy See consultants and officials – had been proposed by Michel Camdessus, former president of International Monetary Fund. Camdessus is a consultant of the Holy See, but it will also be a member of the French delegation at G20. France is also the hosting country of the summit. For this reason, there is the opportunity that the proposals of the Holy See will be at least taken in serious consideration.

Facing the global crisis, many countries began thinking about a reform of the monetary system. Nicolas Sarkozy, president of France, talked about enlarging the G7 to better manage currency markets, expand the International Monetary Fund’s oversight capacity in the field, and to the IMF’s currency basket, Special Drawing Right (SDR),the currencies of emerging economies, like the Chinese yuan. «France supports modifying the IMF’s status to expand its oversight capacity», Sarkozy he noted. This can counter what the president of France views as a «proliferation of unilateral measures during crises resulting in a new financial protectionism in which all economies suffer».

The Holy See will make different proposal. The Vatican diplomacy expressed several times doubts about G20 and the international congresses of that kind, considered something more than a club of friends, with no executive power. Holy See asked for a World Government, since it knows that there is the need of an authority over the State sovereignty and with the goal of the common good. The proposal will be different even from the Camdessus first sketch. Camdessus position is more similar to French one. France – and many other countries, as well – think to a world currency in order to have a concrete currency to refer to. Since the dollar is not convertible in gold, it has no real reference in the economy. The solution the G20 is up to give can be just the one of a financial adjustments decided among the few that will met in Cannes. This – according to Holy See position – is not sufficient. In 2009, the Holy See asked the Doha round to be enlarged to the opinions of the excluded countries. This is still the Holy See position. The reform of the monetary system pass through the reform of the United Nations and the reform of International Monetary Fund. The true fight is between the world leaders that still think that the world order could be managed in restricted meeting and the ones that aim at a true multilateral policy. Camdessus first sketch was going toward the first position. Holy See is going in another direction, and its polar star is the common good of peoples.

It was the common good the goal of the delegation that gathered at Mount Washington Hotel, in Bretton Woods, New Hampshire, in 1944. Preparing to rebuild the international economic system as World War II was still raging, 730 delegates from all 44 Allied deliberated to abandon the Gold Standard – the monetary system based on the convertibility of all the currencies in gold – and to embrace a more appropriate system for capitalism. In fact, the new international monetary system was a return to a system similar to the pre-war gold standard, only using US dollars as the world’s new reserve currency until the world’s gold supply could be reallocated via international trade.

Two projects of a new monetary system had been discussed in Bretton Woods. The first project was by the English economist John Maynard Keynes. Keynes outlined the institution of a Central World Bank, in order to intervene on the markets to regulate the relationships between debtors and creditors. The bank was supposed to have its own currency, that Keynes called Bancor. The second project was by Harry Dexter White, under-secretary of the Us Ministry of the Treasure, and outlined a simple leveling-off fund of tax exchanges. The result was a compromise: the economic policies of the State would be coordinated by the International Monetary Fund and from the World Bank; the dollar become the only currency convertible in gold, so having a central role in the economical system.

But Europe – and in particular Germany – lived an incredible economical growth. Always more creditors asked to convert their dollars in gold. In 1971, the Us president Richard Nixon unilaterally suspended the convertibility of Us dollars in gold. It was the end of Bretton Woods. It was the beginning of a variable economy world. The yellow gold was up to be substitute by the black gold, the oil – during the Seventies the oil crisis became a central topic of financial issues.

Here and then, the idea of a world currency letted out from the think-rooms of the Council on Foreign Relations, of Trilateral commission – a group founded by David Rockfeller in 1973, whose member are, or has been, Henry Kissinger, Zygmunt Brzezinsky, George Bush sr., Dick Cheney -, and of Bildeberg Group. In 1988, The Economist – an English magazine read with much attention even in the Vatican Secretariat of State – launched the idea of a world currency named Phoenix. The International Monetary Fund created in 1969 the “embryo” of a new kind of currency, the Special Drawing Rights (SDR). SDRs are not credits the State have with the International Monetary Fund. The State, on the other hand, can sell SDRs, so sustaining their own currency. The world currency auspicated by president Sarkozy would be, in some way, and evolution of SDRs. Something similar to the “bubble that will save us” outlined a couple years ago by Ettore Gotti Tedeschi, president of the I.O.R. (Institute for Religious Works, the “bank” of the Vatican), in an article on the Holy See’s daily Osservatore Romano. Something similar to what the Trilateral Commission outlined in 1989 in a report titled: “International Financial Integration: the Policy Challenges”.

The Holy See looks beyond, conscious that nowadays international finance is made up of fictitious capital. The Holy See aims to re-anchor the international monetary system to the real economy. In fact – officials of the Roman Curia underline – it was not globalization to let multinational groups and private interests take the control of global economy. It was the States to abdicate part of their sovereignty in the name of profit, and now they are stuck in the system.

In the mean time, China downgraded the United States financial rating, and this caused the fall of Western stock exchanges. Until now, China has always been marginalized by the Western economic world. But now its economy has so flourished to let the China “fire” all European and American bonds without consequences in their internal balance. China is now claiming for more weight in the international issues. Somebody is wondering – it is just an attractive hypothesis – if it was the Chinese offence for having been marginalized in the international scenario at the origin of the exacerbation of the Chinese diplomatic relationship with the Holy See.

The Holy See have a great International prestige. Neverthless the See Change campaign, the Holy See is Un Permanent Observer with reinforced powers. Every time the permanent observer speaks during the general assembly, even the sleepiest among the delegates pay much attention to the Holy See Statements. Holy See is now one of the few – if not the only one – asking for a really multilateral international policy. And it was one of the first to preview the fall of the false gods.

On the other hand, Holy See proposes a new world authority, in order to consider all the countries, the developing ones as well as the developed ones». Mons. Mario Toso, secretary of the Pontifical Council for Justice and Peace, underlines the doubts the Holy See expresses toward G20 and the international congresses of that kind. Holy See has always committed itself in a multilateral diplomacy. The aim is to give voice to the poorest countries which are often excluded from the international concert.

Catholic Church was the first that spoke about world imbalances, fifty years ago, in the John XXIII’s encyclical Mater et Magistra. The Pontifical Council for Justice and Peace celebrated the anniversary of this encyclical with an international congress. In the last fifty years, many things changed, but the request of Catholic Church. Which are the imbalances of today? Toso replies: «The imbalances between economics and politics, so the States sovereignty is not adequate to bear on the new financial international context». And then, «the imbalances between the up-to-bottom management of power and involvement of the whole population; the imbalances between social welfare policies and citizens. Beyond the demagogical matters, there is the lack of health care and guaranteed minimum pension for a large part of the world population». Still, there are the imbalances between «natural and energetic resources and the institutions that manage those resources – and that often penalize the poorest countries; between the respect for life since life is conceived and the global development; between the promotion of the right to religious freedom and the integral human development; between claimed and exaggerated rights and forgotten dues». And – finally – «the imbalance of the relationships between ecology and moral behaviour of the society and the imbalance between the thought and the gravity of social and cultural problems». This latter has been one of the key issues of Benedict XVI’s Pontificate, and that is why Ratzinger was nicknamed as ‘the Green Pope’. Mario Toso explains: «Nowadays, global justice is applied to ecology, as well. Human and environmental damages can be so serious that no insurance should balance them out. Some peculiar case – as, for example, the supply of arsenic water or nuclear escapes in Fukushima – brought so serious damages and so irreparable that there is no compensation would adequately payback».

Caritas in Veritate asked for a reform of United Nations and a true world political authority «to manage the global economy; to revive economies hit by the crisis; to avoid any deterioration of the present crisis and the greater imbalances that would result; to bring about integral and timely disarmament, food security and peace; to guarantee the protection of the environment and to regulate migration». Holy See worries are toward the poorest countries, annihilated from the First world economy. «When I was involved on the HIPC campaign – cardinal Oscar Andrés Rodrigues Maradiaga tells – and I took part to international summits, I always asked why, among all the Nobel prizes for Economics, there was no economist able to outline a more equitable development model. Nobody answered. But once, during a coffee break, one of the delegates told me not to ask for it anymore, since nobody had the will to change that model». Yet – Maradiaga affirms – «people know that they will suffer when the International Monetary Fund intervenes in their country. People know the Imf will ask for economic adjustments: Vat and electricity bills will be increased, services will cost more, in order to adequate the economic system to First World standards. It is not right».

The integral human development can be reached through demographic development, as Caritas in Veritate explains. This issue is in strong contrast to neo-malthusian theories of the birth-control to sustain the economic development of a country. «Malthus – Mr. Antonio Fazio, former governor of Bak of Italy, explains – was obsessed from the demographic development of England. He feared that there would be no more space in the country and that demographic development could not be economically sustainable. No one remembers that Malthus was an Anglican pastor. He never thought about abortion. He recommended the abstinence from sex and the reduction of marriages to face the demographic emergency». The ones who brought on Malthus theories, on the other hand, are supporters of the birth-control and abortion. Life in change of a good economic development. On the other hand, there is another idea, maybe even more dangerous: have sons to distribute the national debt to the more people possible. Sons as a way to sustain the economy, and not as a purpose of the full development of human being. It is the opposite of Catholic beliefs.

The sons, the family, are the basis of society. This is subsidiarity, which begins from the small communities and ends to the larger one, from family to State and now to international concert. This kind of process gives birth to many good practices, and Pontifical Council for Justice and Peace give some example of them at the International Congress about Mater et Magistra. Social Doctrine of the Catholic Church Study centers rise up in very difficult conditions, just see the job brought on from the Institut des Artisans de Justice et de la Paix in Benin and the Jesuit Center for Theological Reflection in Zambia. While in Mexico anticlericalism lives a sort of revival, the Imdosoc (Istituto Mexicano de Doctrina Social Cristiana) create networks, train up social entrepeneurs, teach the Social Doctrine, a “well kept secret” in Latin America, according to card. Maradiaga words. In Brazil, a popular initiative implemented by the Episcopal Conference brought to a national law for the eligibility of candidates, the Ficha Limpa.

Is it enough? The “diplomatic way” of Catholic Church has a larger point of view, and is in favor of a reform of United Nations. «Justice – mons. Toso says – must be founded on the acknowledge of the universal human good. Social conscience must be carried out in the market economy. A world governance based cooperation among nation is needed. It must be a true ‘world authority’, able to take superpartes decisions. A new economic, political and financial architecture is needed». Above all, the primacy of policy on the economy is needed to come back. What is now missing is a “catholic laity” able to undertake Christian values. There must be politicians Christianly trained up, able to understand the challenge of the Social Doctrine. In the front of world imbalances, this Christian laity must be able to give a concrete contributions to make everything more equal. It is now time that Social Doctrine of the Church is brought into action. Even if – monsignor Toso remarks – «politicians should be more exemplar in morality», and even more prepared. «There are prepared people –Toso says – but unfortunately the less prepared people prevail».
